Construction
Get two sheets of glass one 5mm and the other 15mm thick. Get glass which has the finest surface quality and flatness so that there is close to 100% contact between the sheets If you get other thickness then that is fine, but the ratio of thickness is most important. Simply place these sheets one on top of the other with no coupling medium between. support with cones, blue tac or whatever. put equipment on top. Important points are: contact surfaces between sheets need to be clean. Shape is irrelevant but dimensions of the two sheets need to be exactly the same. Put a fine polishing paste between the sheets and gently (uniform pressure) grind one over the other until the whole contact surface of each sheet has a ground glass effect; this will increase contact once you have cleaned the paste off and dried the sheets. Other materials work very well too (perspex, metal, stone etc.) as long as the ratio of thickness is accurate and contact between sheets is good.
 
Setup
Experiment with support placement. All this tweak creates is a flat support material with very low inherent resonance. How you use it is up to you; you could use it to replace shelves in a stand or under individual bits of equipment.
 
Use
I use the tweak under a CD player and under turntables.
